Hilary Clinton promised financial aid to Afghanistan

Hilary Clinton promised financial aid to Afghanistan up till 2017. What do we owe this generosity to, I wonder? That's not been actually aid to boost this country's economic growth but rather some money paid to Karzai regime for allowing permanent American military bases in here!
I guess Karzai and close to him officials will stuff their pockets with the American bucks just while the country will be left in the red far as I can gather it. It's a known fact already that Americans started some nexus with the Taliban to exercise a go-go drug trafficking into Central Asia countries and China. I guess they need those permanent military bases in here in wake of this joint effort. And I suspect our vital relationship with the neighboring states will be rather tense. Most alarming is the probability of the spoiled relations with China being our ally and supplying huge free aid for years!
